A: No, it is not necessary but highly recommended. Caulking on the interior of a home is purely cosmetic. It makes the job look much better.
You want to use a paintable acrylic caulking. Do not use silicone.
It is best to paint over all the caulking with the wall color to the top of the baseboards. Then paint the top of the baseboard with the baseboard color. This will be the best way to ensure a clean edge.
