Q: I would like to enclose my carport. At this time it is attached to the house with an adjacent wall. Do I need plans or permits? Should I hire a draftsman or a licensed contractor?

A: Legal requirements regarding hiring licensed contractors and plans required to apply for building permits depend on the area, so you would need to contact your local building and planning department to learn about the requirements in your jurisdiction.

However, I do recommend you have some qualified general contractors come discuss your project because they could handle the entire project from design (plans) through to construction. Ask them to make suggestions and give you written estimates, including a scope of work and detailed specification lists with the materials to be used. For most home improvements, this is the best way to determine how to approach a project, get a fair price range, and decide which professional you want to hire.

Finally, if permits are required, I recommend letting your contractor apply for them and thus be responsible for the work meeting all building codes. You might even specify in your contract that the final payment will be made only after the project has passed inspection.
